On October 4, 2023, the U.S. Aluminum Extruders Coalition and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial, and Service Workers International Union filed 15 new antidumping duty petitions and four new countervailing duty petitions variously targeting imports of aluminum extrusions from 15 countries, including China, Colombia, Dominican Republic, Ecuador, India, Indonesia, Italy, Malaysia, Mexico, South Korea, Taiwan, Thailand, Turkey, United Arab Emirates, and Vietnam.
The petitions seek to capture within its scope not only aluminum extrusions but several downstream products and subassemblies that were previously excluded from the scope of existing antidumping and countervailing duty (AD/CVD) orders focused on China. A key consideration is that the country in which the aluminum is extruded will be the determining factor as to whether or not the good is subject to these antidumping and countervailing duties.
The first step of the investigation started on October 4, 2023, with the initial questionnaires due to the International Trade Commission (ITC) on October 18, 2023, followed by the preliminary hearing on October 25, 2023. Given the wide range of industrial and manufacturing uses of aluminum extrusions, the investigation could potentially touch hundreds of U.S. businesses that import aluminum extrusions. A sampling of products that are potentially subject to duties would include:
- Car and truck frames and motor vehicle parts, including bumpers and trailer parts
- Solar panel racking and framing
- Tradeshow and billboard framing
- Fence posts
- Consumer items such as tent poles, picture frames, telescoping poles, door thresholds, and cleaning system poles
- Heat sinks
- Fenestration systems including curtain walls and window walls
- Shower and bath system subassemblies
- Appliance parts and subassemblies, including fin evaporator coils
- Electric vehicle charging station parts and subassemblies
The antidumping and countervailing duties, which will be imposed as early as late December 2023, have rates ranging from 28 to 256 percent depending on the country of export.

What this means to you
Companies which are affected will likely receive a questionnaire from the ITC on October 5 or 6 and will be required to submit responses by October 18, 2023. The ITC requires this information in order to analyze whether or not the domestic industry is injured by these imports.
