Overview

Elicia helps hospitals and healthcare providers navigate the labyrinth of laws and regulations unique to the healthcare landscape, so providers can spend less time focusing on operational risks and regulatory compliance and more time focusing on patient care.  

Elicia advises hospital systems, physician groups, and behavioral health providers regarding various state and federal laws and regulations, including the Stark Law, Anti-Kickback Statute, and False Claims Act; the provision of telehealth and telemedicine services; Medicaid program guidelines; and Medicare requirements, such as compliance with “incident to" or split (or shared) billing mandates and hospital price transparency and quality reporting programs, under the Centers for Medicare and Medicaid Services.

Elicia supports the Husch Blackwell team in representing clients, primarily doctors, before professional boards when faced with complaints, in contested reviews when hospital privileges are at stake, and in other regulatory matters and disputes. She also regularly assists healthcare staffing companies to comply with an ever increasing number of state-specific licensing and registration, reporting, and contracting requirements. 

Additionally, Elicia maintains a deep interest in governance and healthcare and corporate ethics. She has extensive experience working with Independent Review Organizations under multiple Corporate Integrity Agreements and holds a master's degree in Bioethics from Harvard Medical School. She also serves as an adjunct faculty member at Southern Methodist University Dedman School of Law, where she co-teaches Public Health Law and Ethics.

Prior to beginning her legal career, Elicia worked as a dental hygienist, where she focused on caregiver education and best practices in improving the dental health of patients with intellectual and/or physical disabilities. In furtherance of this experience, during law school, Elicia worked with a federally designated legal protection and advocacy agency for people with disabilities and a world-renowned hospital that provides specialized pediatric care for orthopedic issues, neurological disorders, and learning disorders, regardless of the patient's ability to pay.  ​
