Joe, Chair of the Tax Credit Practice group, guides clients through all steps of complicated tax credit transactions, driving deals to completion through his extensive knowledge and commitment to exceeding client expectations.
Joe has managed transactions across the country, from the East Coast all the way to Hawaii. He divides his practice between tax credit financed transactions and transactions that use other sources to promote community development.
Representing Community Development Financial Institutions (CDFIs) as well as other lenders, tax credit investors and developers, many of Joe’s transactions involve federal or state New Markets Tax Credits (NMTC). His experience also includes federal and state historic rehabilitation tax credits, and Joe is extensively familiar with the regulations and requirements set by the National Park Service and the Treasury Department’s CDFI Fund for these projects.
Joe regularly negotiates bridge loans and other pre-development loans to support the acquisition and construction of affordable housing, which use various federal funding sources including the CDFI Fund’s Capital Magnet Fund. Joe has also advised clients on structuring projects within federal Opportunity Zones.
From the initial structuring to the negotiation of business and legal issues, Joe handles all facets of a deal. He also manages post-closing issues and ongoing tax credit compliance requirements.
