Kasey A. Ciolfi

Senior Associate
Overview

With almost a decade of experience with government and commercial payers, Kasey assists large hospitals and health systems with regulatory matters, compliance programs, and payment strategies.

Kasey focuses much of her practice on healthcare regulatory issues, helping clients resolve situations before they become problems. She has extensive experience assisting large healthcare providers as they navigate the Determination of Need process while seeking to expand their services: Kasey knows the DoN system backwards and forwards, from developing robust applications with an eye to strategy all the way through post-approval compliance.

In addition, Kasey also advises healthcare providers on compliance with state and federal regulatory matters. By working with clients and their regulatory bodies, including public health departments, state health agencies, the Office of Health and Human Services, the Office of Elder Affairs, and the Centers for Medicare & Medicaid Services, Kasey helps clients accomplish their goals and challenges alike. She has developed relationships with many regulatory agencies, allowing her to solve client problems quickly.

Prior to joining the firm, Kasey served in in-house roles for five years at regional and national health plans. Her responsibilities were heavily devoted to compliance, and she continues to assist clients with compliance work today. Kasey helps hospitals and health systems develop and implement compliance programs based on OIG requirements, and she regularly performs compliance programs reviews, examining an organization’s policies, procedures, auditing and monitoring systems, training programs, and reporting practices. She also assists organizations seeking to augment their existing compliance programs in response to their own recent growth. After her own experience in-house, Kasey understands the internal complexities involved in compliance programs—as well as how essential they truly are.

Kasey’s background also includes extensive experience working with government payers. She works frequently with Medicare regulations, including conditions of participation, enrollment, and payment issues, and she is deeply familiar with Medicare Advantage and Programs of All-Inclusive Care for the Elderly (PACE). With this experience, Kasey has assisted clients in establishing new payment structures or implementing a unique health plan that relies on creative strategies for regulatory approval.

Kasey is known for her responsiveness and for the relationships she builds with clients. Her aim is for it to be easy and natural for clients to reach out to her, and she stays in frequent touch, working to spot potential problems and solve them early.

Kasey and her husband, Phil, have two blonde babies—one toddler and one yellow lab mix. Her free time is spent wrangling the two of them, and the family can usually be found walking the neighborhood or playing with trains, whales, and dinosaurs.
