Overview

Working closely with governmental entities, Logan handles public law matters in a manner tailored to each client's specific needs and priorities.

As a Texas public law attorney, Logan focuses her practice on advising a wide range of governmental entities, from local government corporations and special districts to cities and counties. She regularly serves clients as outside general and special counsel and works with clients to ensure compliance with open government and ethical requirements.

Logan regularly attends board meetings, drafts and negotiates contracts, facilitates compliance with open meeting and public information requirements, provides board training and policies, and advises on economic development and expansion. Logan also advises on all aspects of land acquisition and real estate matters for large-scale infrastructure projects with a focus on condemnation and eminent domain. Public entities rely on Logan's sound judgment to help them accomplish their governmental functions, overcome obstacles, and leverage opportunities, keeping in mind their long-term goals and public relations needs.

Serving on teams advising municipalities on economic expansion, including the proposed development of public facilities, multi-use arenas, and mixed-use districts.
Currently serving as general counsel to several public entities and local government corporations. Regularly attend board meetings and assist with questions relating to the Texas Open Meetings Act, Texas Public Information Act, contract formation, and litigation avoidance.
Advising public entities on open meetings issues and providing counsel and facilitation for Public Information Act requests.
Negotiated Technology as a Service Agreement (TaaS) for publicly owned professional sports facility.
Advised municipality on creation of local government corporation for construction, operation, and management of entertainment facility.
Managed docket of dozens of Public Information Act requests related to major disaster.
Drafted board policies related to personnel and business for multiple public entities.
Provided board training in areas of open records, open meetings, and conflicts.
Drafted board policies related to conflicts of interest, nepotism, and gifts.
Created and negotiated economic development agreements, including non-annexation agreements and payment in lieu of taxes.
Advised numerous entities regarding federal funding issues.
Represented regional water system as land acquisition counsel, including advising on all legal aspects of the project, working with stakeholders on site selection, negotiation of easements, crossing agreements, and the purchase of real property in fee simple.
Represented governmental entities in special commissioner hearings and eminent domain litigation, including evaluating case value, reviewing land appraisals, interviewing and examining expert witnesses, and conducting hearings as lead counsel.
Negotiated large-scale power purchase agreement.
Negotiated $30 million dollar energy savings performance contract for Texas local government corporation.
Drafted interlocal agreements related to joint use of facilities and shared resources.
Drafted interlocal and local/government-nonprofit agreements and assisted county to establish pandemic relief funds aimed to help vulnerable and low-income residents.
Assisted quasi-governmental entity in COVID-19 relief efforts, including efforts to transform sports and entertainment complex to testing site, remote jury site, and later, to a vaccine administration site.
In what a Texas federal judge called "a first of its kind" four-day virtual evidentiary hearing, served on team obtaining denial of temporary restraining order and preliminary injunctions, alleging Section 1983 and writ of habeas corpus claims against Dallas County Sheriff by class of jail inmates seeking release due to alleged susceptibility to COVID-19.

Logan enjoys traveling with her husband and daughter, spending time outdoors, exploring Houston’s diverse restaurant scene, and listening to live music.

Community Leadership

Collaborating with community organizations in Houston, Logan understands the importance of helping others.

Logan serves on the Board of Directors for the Houston Public Library Foundation. In this role, she supports the foundation’s mission to build strong neighborhoods by providing a gathering place for all members of the community. She was also selected to be a Class of 2020 Fellow for the Houston Young Lawyers Foundation, where she contributes to the foundation’s mission to improve the quality and availability of legal aid, health, human welfare, and education services to the Houston community. Logan also serves on the Fiscal Issues Advisory Committee for the Greater Houston Partnership and the Board of Directors for Crime Stoppers of Houston. In this role, she supports the nonprofit organization’s work to ensure public safety through community programs. Logan was honored for her efforts in 2019 as a Leading Lady of Public Safety. Logan is also a patron of the arts, with involvement in the Houston Museum of Fine Art’s Collectors Studio and Leadership Circle.
