Sylvia specializes in electric transmission regulation and renewable energy development. Sylvia is passionate about modernizing the electric grid and accelerating renewable energy projects across the United States.
Sylvia uses her in-depth knowledge of the energy niche to advise clients in matters involving the Federal Energy Regulatory Commission (FERC) and state utility commissions. For example, with respect to FERC: she advises clients on electric transmission formula rates and rate allocation, generation interconnection, market-based rates, Federal Power Act section 203 requirements, qualifying facilities (QF), and issues involving Open Access Transmission Tariffs (OATT) and regional transmission organizations (RTO)/independent system operators (ISO). Sylvia has extensive experience with FERC litigation and enjoys FERC procedure. With respect to state utility commissions: Sylvia advises clients on the applicability of state energy regulations to renewable power projects, including utility-scale projects and distributed generation projects. She works with a team of attorneys to represent developers, investors and lenders in a wide variety of energy-related transactions.
Before joining Husch Blackwell, Sylvia served as a legal intern at the Vermont Department of Public Service and with general counsel of Vermont Energy Investment Corporation. In law school, she received the Rubin Fellowship for her work on behalf of low-income ratepayers. While a college student, Sylvia worked with a national environmental group on Capitol Hill to advocate for clean energy policy.
