With a gift for working across cultures, Dan represents clients in a variety of complex international trade matters, including antidumping and countervailing duty proceedings and high-stakes enforcement matters before U.S. Customs and Border Protection. 

Dan knew from an early age that his career would have an international focus. Fascinated by international affairs in college and his post-graduation experience working overseas, he chose University of California College of the Law, San Francisco for his law degree thanks to the school’s strong international program. In his decade plus in practice, Dan has focused exclusively on matters related to international trade law and policy. Clients value Dan’s blend of practicality and creativity as he develops effective strategies that consider client business needs as they navigate the maze of trade laws and regulations.

Dan has substantial experience representing a broad range of both U.S.-based and foreign companies in antidumping and countervailing duty proceedings before the U.S. Department of Commerce and the U.S. International Trade Commission. He has successfully represented foreign exporters and manufacturers in achieving significant reductions—or even outright elimination—of duty liability for clients in the home appliance, consumer products, and heavy industry sectors.

Dan also advises clients in high-stakes regulatory matters and represents them in enforcement proceedings before U.S. Customs and Border Protection. He has assisted clients in complying with the U.S. ban on the importation of goods produced in whole or in part from forced labor and has guided clients through investigations of alleged duty evasion under the Enforce and Protect Act. He has also advised clients on navigating duties imposed on steel and aluminum products pursuant to Section 232 of Trade Expansion Act of 1962 and on imports from China pursuant to Section 301 of the Trade Act of 1974.

An experienced litigator, Dan has achieved significant victories for his clients in appeals of trade agency decisions before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. In addition, Dan has assisted clients with various trade policy and lobbying efforts before the U.S. Congress, the U.S. Department of Commerce, and the U.S. Trade Representative.

Successfully argued for revocation of the countervailing duty order before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit.

Most of Dan’s free time is devoted to his young son. He’s also an avid cyclist and runner and a science fiction fan. Dan describes himself as a huge Star Wars geek.

Dan places a high priority on pro bono work, often representing clients in large, multi-plaintiff matters over the course of several years. He has also represented pro bono clients in immigration matters before U.S. Citizenship and Immigration Service, clemency matters before the U.S. Department of Justice, and parole proceedings before the U.S. Parole Commission.
